As circumstances evolve, these declarations also merit periodic review and renewal to ensure they remain fit for today's realities, not simply reaffirmed on paper. A gap persists between what people need and what they can actually access. Bridging this gap will require more than funding or policy alone — it calls for strategic coordination, strong institutions, and commitments shaped around actual needs, guided by clear timelines and measurable milestones to ensure progress is tracked and realized.
